Preferred Alternative and Conceptual Mitigation

The Preferred Alternative and Conceptual Mitigation (PACM) Concurrence Package presents the rationale for the Preferred Alternative (refined Alternative C) and the MDTA’s proposed conceptual mitigation measures for resources affected by the Preferred Alternative. This document also summarizes key aspects of the Draft Environmental Impact Statement (EIS) that informed identification of the Preferred Alternative, including the study Purpose and Need, Alternatives Retained for Detailed Study (ARDS), and environmental impacts.

Per the Tier 2 Study Coordination Plan, cooperating agencies have concurred with the Preferred Alternative and Conceptual Mitigation.
